In October 8, in Moscow the state enterprise "Avtodor" in cooperation with the Ministry of Transport of the Russian Federation held a public discussion of the draft tender documentation concerning the construction, maintenance, repair and overhaul of the first construction site of the Central Ring Road (CRR) first start-up complex in Moscow Region. During the discussion, general characteristics and goals of the project, economic and legal aspects of its implementation were presented. Representatives of Russian and foreign construction and investment companies, international financial institutions and experts in the field of public-private partnerships development were invited to contribute to the discussion.
Representatives of Russian and international investment companies contributed to the discussion. All the participants had an opportunity to ask questions and to make a number of comments and proposals on tender documentation improvement; many of these proposals will be considered by the tender organizer - the State Enterprise "Avtodor".
This section of the Central Ring Road (between km 96 – km 146) is 49.5 km long. It is situated on the territory of Domodedovo urban district, Podolsk District of the Moscow Region, Troitsky Administrative Okrug of the city of Moscow, Naro-Fominsky District of the Moscow Region.
The first construction site of the Central Ring Road first starting complex will have an IA category, which is a highway with an estimated speed of 140 km/h. The forecast traffic will amount from 33,100 to 39,500 vehicles per day.
During the four-lane section construction 4 road junctions on different levels, 14 bridges, 24 overpasses and 3 flyovers will be built. The motorway section will be built in four years (2014 - 2018). The total cost of the construction amounts 57.79 bln rub., with government funding - 45.64 bln rub., executive investments - 6.77 bln rub.
The model of the life cycle contract, which involves responsibility for the quality of the object during the term of the investment agreement, will be implemented in this project.
Under the agreement, the Executive keeps this section of the highway, including its maintenance, repair and overhaul. At the same time, management of charging system and automated traffic management system, including the maintenance of these systems and collection of tolls will be carried out by the State supervisor. The term of the agreement is 23 years.
The provisions of the agreement involve the Executive's obligation to prepare the construction site and to reconstruct the engineering networks.
206 utilities, including 92 communication cables, 75 high-voltage power lines, 32 pipelines of different types, 2 oil pipelines, 3 communication pipelines crossing the railway, a water supply and a sewage facility are to be reconstructed.
This section of the Central Ring Road will pass mainly through the congested area. Highway project solutions include activities that reduce negative impact on the environment: building special man-made constructions - wildlife crossings (ekoduk) to ensure animal migration routes, installing noise barriers and screens in the areas with the high level of noise disturbance and establishing a road surface sewage treatment.

This is not the first public discussion of the draft tender documentation, held by the State Enterprise. Only in 2013, discussions on tender documentation of the project ”Funding, construction and operation of a toll highway M-11”Moscow - Saint-Petersburg” between km 543 - km 684“, the project of the construction and operation of a toll highway Moscow - St. Petersburg between km 334 - km 543 and the project which concerns construction, maintenance, repair and overhaul of km 517 - km 544 of the highway M-4 "Don" in Voronezh Oblast (that bypasses settlements N. Usman and Rogachevka) were carried out.
