The opening ceremony was attended by the presidential assistant Igor Levitin, Governor of Voronezh Region Alexey Gordeyev, Deputy Transport Minister Evgeniy Dietrich, and Chairman of the State Company “Avtodor” Sergey Kelbakh.
Up to the present, M-4 Don Federal Highway passed through the villages of Rogachevka and Novaya Usman, Voronezh region. This was one of the most heavy traffic sections of M-4 Don Highway. Passage of the highway through the villages negatively affected environment, road safety and the speed of transit traffic stream.
The construction of the bypass of Novaya Usman and Rogachevka villages kicked off on June 05, 2014. The new section is a continuation of the bypass around Voronezh commissioned in November 2013. The bypass is constructed under the long-term investment agreement between the State Company “Avtodor” and TSM, LLC of Mostotrest, PJSC group. This agreement provides not only for construction of the section, but also its maintenance and repair throughout 20 years upon commissioning.
The bypass of N. Usman and Rogachevka is a 29-kilometer long section of a four-lane IA-category highway with a 6-meter wide dividing strip, two multilevel interchanges, 14 overpasses with total length of 1,159 m, as well as two pedestrian crossings with total length of 163 m. The estimated speed on the new section will be 150 km/h.
New high-speed section will be operated on a toll basis. The State Company will soon notify the road-users on the effective date of toll payment and the tariffs.

M-4 Don Federal Highway “Moscow - Voronezh - Rostov-on-Don - Krasnodar – Novorossiysk” is the core vertical axis of Russia’s road system connecting the central and northern regions of the European part of the country to the North Caucasus, the Black Sea coast, and the port of Novorossiysk. The length of the road exceeds 1,500 km. In May 2010, M-4 Don was assigned to the trust management of the State Company “Avtodor”. After commissioning of the new high-speed sections, 918.172 km of M-4 Don road became compliant to IB-category, 101.135 km – to IA-category, 100.629 – to IC-category. As a result of the large-scale reconstruction being performed by the State Company “Avtodor”, by 2019 the entire highway M-4 Don will correspond to the first technical category.
