170 km of the CRR are open for traffic

On December 28, a ceremony was held on the occasion of launching traffic along other 170 kilometers of the Central Ring Road (CRR). It was attended by Igor Levitin, Assistant to the President of the Russian Federation, Marat Khusnullin, Deputy Prime Minister of the Russian Federation, Andrey Vorobyov, the Governor of Moscow Region, Andrey Bochkarev, Deputy Mayor of Moscow for Urban Development Policy and Construction at the Government of Moscow, Vyacheslav Petushenko, Chairman of the Board of the State Company Avtodor.

The guests of honor launched traffic by simultaneously pressing four symbolic buttons according to the number of sections, which are now available to the drivers: CRR-4 — the entire 96.9 kilometers launch complex; CRR-1 — 23.8 kilometers from M-4 Don Highway to the intersection with A-107 in the area of M-2 Crimea and from Kaluzhskoe Highway to the intersection of CRR with A-107 in the area of the Lisintsevo village; CRR 3-5 — more than 7 kilometers from M-10 Russia to M-11 Neva, and CRR-5 (at the last launch complex, mainly reconstruction of the highway was carried out). By December 28, the entire launch complex was reconstructed and traffic was launched along more than 41 kilometers.

Marat Khusnullin, Deputy Prime Minister of the Russian Federation, noted that such a landmark object was opened not only for Moscow Region, but for the whole country. “Central Ring Road in such a metropolis is a global event. To build such a road, it is necessary to cross a huge number of tracks, engineering trunk infrastructures, to take into account all settlements, the interests of residents and land users”, said Khusnullin.

Andrei Vorobyov, the Governor of Moscow Region, emphasized that such large-scale presidential projects as the Central Ring Road changed the lives of a huge number of people, the whole country, the environment and the economy. It will be fully completed in 2021.

According to the Chairman of the Board of the State Company Avtodor, the Central Ring Road is almost closed but 25 kilometers of straight road have yet to be completed and polished, so that everything looks good to the eye. But even now, if we sum up the kilometers which are open for traffic today with the stretch of the Central Ring Road-3 (commissioned on November 11) and with the sections of the Central Ring Road-5, which were opened in summer and at the beginning of this year, it exceeds 300 kilometers. Considering that the total length of the Central Ring Road is 336.5 kilometers, a little more than 20 kilometers of the highway are to be completed in 2021.

The project became possible as a result of the well-coordinated, active work of builders, financial support from the federal budget and credit organizations. The state participated in the Central Ring Road financing, having provided more than 60 percent of the funds in aggregate. A pool of large Russian banks and financial institutions participated in the project lending, in particular CRR-4 and CRR-1 concessions: Sberbank, Gazprombank,
Eurasian Development Bank, VEB.RF and InfraVEB, Russian Direct Investment Fund.

Taking into account the financing structure of the construction, most of the Central Ring Road is operated on a paid basis. At each section (except for the Central Ring Road-5), the gate structures of the Free Flow toll collection system, which is new for Russia, were installed: one gate structure — on the Central Ring Road 3-5, five gate structures — on the Central Ring Road-4, and two gate structures — on the Central Ring Road-1.

For the convenience and safety of users, emergency commissioners work on the paid sections: there are five teams on the fourth launch complex, and two teams on the first one. Six teams from CRR-3 patrol CRR 3-5, given that it is a continuation of the third launch complex. They help drivers change wheels, impound disabled vehicles from the roadway, and provide first aid to victims. You can call them by a single number: 6011.

Road users who do not need to go to the capital can go along the Central Ring Road and save their travel time bypassing the Moscow Ring Road (MRR) and the street and road network of Moscow Region. The new speedway will extend the mobility of the population, create conditions for fast goods delivery, give an impetus to the development of logistics complexes in the region, and will have a positive effect on road safety.

CRR-1 passes through the territory of the urban districts of Podolsk and Domodedovo, as well as the territory of New Moscow. The CRR 3–5 connects the fifth and the third launch complexes of the highway.

CRR-4 — M-7 Volga and M-4 Don Highways, passing through the urban districts of Elektrostal, Domodedovo, as well as along the Bogorodsky, Pavlovo-Posadsky, Voskresensky, and Ramensky urban districts. CRR-5 passes through the urban districts of Istra, Solnechnogorsk, as well as Naro-Fominsk and Odintsovo urban districts.

All sections of the Central Ring Road launched are four-lane highways with artificial structures (traffic interchanges, bridges and bridge structures, wildlife crossings and flyovers), axial and marginal metal guard-rails, and outdoor lighting along their entire length.

The permitted maximum driving speed on the Central Ring Road-1 and the Central Ring Road 3-5 is 110 km/h. On CRR-4 and CRR-5, the speed is limited up to 80 km/h. The expected traffic intensity on the Central Ring Road in 2030 will range from 26,300 to 43,500 vehicles per day.

The Free Flow system automatically classifies vehicles and recognizes state registration numbers, calculates the travel costs, and generates a check for each vehicle owner. The system is connected to the mobile application and the personal account of a road-user on the website of Avtodor-Toll Roads, LLC. It can write off funds from the transponder or issue a post-payment check, if the vehicle owner did not purchase the transponder.
